The Development Bank of Rwanda (BRD) Plc – Rwanda's only National Development Bank – is executing an ambitious Vision 2050 agenda. Purpose: Lead, oversee, and embed the Enterprise Risk Management (ERM) framework across BRD. Ensure all financial and non-financial risks are identified, assessed, monitored, and reported in line with strategy, risk appetite, and regulatory expectations.
- Manage departmental resources: staff performance, capacity building, work planning and execution.
- Lead risk governance and consolidated risk reporting (ICAAP, ILAAP, Risk Appetite Framework).
- Challenge risk assessments, drive mitigation actions, and oversee regulatory submissions.
- Set KPIs for the risk team, conduct performance reviews, and nurture talent.
- Bachelor's degree in Economics, Finance, Management, Mathematics, Statistics, or similar fields.
- Certified member of a professional risk association or institute (e.g., PRMIA, GARP, IRM).
- Fluency in English (excellent written and oral).
- Proficiency in Excel for finance and modelling, data analysis, presentation skills.
- Strong quantitative, analytic, problem-solving abilities, integrity, and team spirit.
- Substantial experience in enterprise risk management within a banking/financial institution (typically 7+ years).
- Strategic thinking, leadership, people management, independent judgment.

Purpose: Provide independent second-line oversight of credit risk across the full lifecycle – from origination to recovery. Focus on portfolio risk, early warning indicators, loss prevention, and ensure alignment with risk appetite.
- Monitor sector, product, obligor, and concentration limits; perform stress testing and scenario analysis.
- Review credit risk ratings, risk mitigants, policy exceptions, and ICAAP contributions.
- Design and refine Early Warning Indicators (EWIs), watchlist governance, and remedial plans.
- Support IFRS 9 ECL calculations, back-testing of PD/LGD, and portfolio loss analysis.
- Prepare credit risk reports for CRO, management committees, and regulatory bodies.
- Process improvement and reporting TAT, stress testing coverage, data accuracy in Risk MIS.
- Regular validation of credit scoring, pricing models, and IFRS 9 assumptions.
- Capital utilization efficiency, documentation compliance, regulatory reporting.
- 5–7 years of similar credit risk function experience in a bank.
- Bachelor's degree in Economics, Finance, Management, Mathematics, Statistics or related.
- Professional certification: FRM, CPA, Certified ISO 31000, or recognized ERM certification.
- Certified member of a professional risk association/institute.
- Fluency in English, advanced Excel (finance modelling), data management and visualization skills (automated dashboards, basic scripting).
- Knowledge of banking law, regulations, and credit risk guidelines.
- Classification and provisioning, collateral management, credit risk cycle, concentration monitoring.
- High ethical standards, planning and organizing, teamwork, innovation, problem-solving.
