MTN Rwanda Fixes USSD Service Problem After RURA Penalty
The Rwanda Utilities Regulatory Authority (RURA) confirmed that MTN Rwanda corrected a disruption that affected its USSD platform and related mobile services. After addressing the fault, the operator paid an administrative fine of 30 million Rwandan Francs within two days.
The penalty was issued on July 28, 2025 following system issues that made calling, mobile money transfers, and other USSD services unreliable for subscribers. RURA indicated the incident was linked to heavy traffic that pushed the system beyond capacity.
Charles Gahungu, RURA’s Director of Technology, said MTN Rwanda moved quickly to stabilize the platform and informed the regulator once services were restored. He also reminded providers that they must plan capacity, staffing, and equipment to meet demand and avoid similar disruptions.
MTN Rwanda’s CEO, Ali Monzer, reiterated the company’s commitment to consistent service quality and ongoing improvements aligned with the country’s evolving ICT framework.
Under Rwanda’s ICT regulations, non-compliance with regulatory directives can attract daily administrative fines ranging from RWF 500,000 to RWF 15 million until the issue is fixed.
