Public Announcement
The Higher Education Council (HEC) wishes to inform the public that the Commonwealth Scholarship Commission (CSC) in the United Kingdom has requested Rwanda to nominate 16 candidates for PhD studies and 14 candidates for Master’s studies. These scholarships are tenable from September/October 2026.
It is important to note that nomination by Rwanda does not guarantee selection or placement by CSC. Full details are available on the CSC website: cscuk.fcdo.gov.uk/about-us/scholarships.
Eligible Development Themes
Applicants must select only one of the following six (6) development themes:
- Science and Technology for Development
- Strengthening Health Systems and Capacity
- Promoting Global Prosperity
- Strengthening Global Peace, Security and Governance
- Strengthening Resilience and Response to Crises
- Access, Inclusion and Opportunity
Required Application Documents
- Application letter addressed to the Director General of HEC, clearly indicating course applied for, admission status, university name (if admitted), employer and position.
- Copy of National ID or valid passport.
- Curriculum Vitae (CV).
- Employer’s recommendation letter.
- Original certified degree and transcripts for the previous level of education.
- Recommendation letters from academic staff of the university where previous studies were completed.
Please Note
- All application documents must be submitted online via HEC MIS portal: http://mis.hec.gov.rw/system-login.
- Only applications with complete documents will be accepted.
- Master’s applicants must have a Bachelor’s degree with at least a Second Class Upper Division (or equivalent). PhD applicants must have achieved at least 70%.
- Candidates must submit a quality proposal describing the development impact in Rwanda. A personal statement will add extra value.
- Applicants must also submit through the CSC’s online application system.
- Only applications submitted on both portals (HEC MIS and CSC) will be reviewed.
- The HEC MIS portal will be open from 15 August 2025 to 30 September 2025.
- The CSC online portal will be open from 02 September 2025 to 14 October 2025.
