Job Responsibilities
- Participate in the preparation of action plans and budgets.
- Review and finalize final and mid-term budgets for all allotments, including detailed justifications.
- Participate in budget negotiations with MINECOFIN.
- Consolidate revenue collection reports in collaboration with RRA.
- Coordinate the budget revision process.
- Prepare annual, quarterly and monthly cash plans of the City of Kigali.
- Prepare periodic fund requests from the Treasury.
- Generate purchase orders for internal approval.
- Process commitments for different requests.
- Verify invoices and financial requests before payment.
- Check payment documents for further processing.
- Ensure invoices from contractors, suppliers and other external parties are paid on time.
- Safekeep supporting transaction documents.
- Record transactions properly in IFMIS or other accounting software.
- Submit monthly consolidated financial reports within the required deadlines.
- Maintain bank accounts and regularly produce bank statements and account overviews.
- Prepare bank account reconciliation statements.
- Review CoK expenditure vouchers quarterly.
- Implement strong internal control systems in decentralized entities.
- Provide technical and financial assistance to decentralized entities.
- Consolidate financial reports and accounting information.
- Prepare periodic budget execution and financial statement reports.
- Maintain and update the CoK assets inventory register.
- Ensure timely preparation and review of inventory and fixed asset reports.
- Monitor employees' performance contracts and appraisals in the finance department.
- Consolidate annual employee performance evaluation reports.
- Monitor payroll lists and fringe benefits for relevant finance staff.
- Facilitate internal and external audits of the City of Kigali.
- Facilitate audit processes of different NBAs under CoK supervision.
- Prepare and submit activity plans and periodic reports.
- Perform any other duties assigned by the supervisor.
